cPanel licenses validate against a single IPv4 address. Most activation failures come from a mismatch between the licensed IP and the address the server actually presents.

Confirm the licensed IP

Terminal
curl -s https://myip.cpanel.net
Returns the IP address cPanel sees for this server.

Force a license update

Terminal
/usr/local/cpanel/cpkeyclt
Re-fetches the license from the licensing servers.
